Abstract

Usaha pengolahan sagu sebagai agroindustri skala kecil memiliki peran strategis dalam perekonomian lokal di Kabupaten Luwu Utara, baik sebagai sumber pangan alternatif maupun penyedia lapangan kerja. Namun, karakteristik usaha yang berbasis sumber daya alam dan sistem kerja yang masih informal menyebabkan tingginya kerentanan terhadap gangguan produksi, keterbatasan modal, serta tekanan lingkungan. Penelitian ini bertujuan untuk menganalisis kapasitas adaptif (adaptive capacity) pelaku usaha dalam mempertahankan keberlanjutan produksi. Penelitian ini menggunakan pendekatan kualitatif eksploratif melalui wawancara mendalam terhadap 15 informan yang dipilih secara purposive. Analisis data dilakukan melalui reduksi data, kategorisasi tematik, serta interpretasi berbasis kerangka resiliensi dan kapasitas adaptif. Hasil penelitian menunjukkan bahwa kerentanan usaha bersifat struktural dan multidimensional, dengan dominasi risiko pada aspek manusia dan proses. Ketahanan usaha lebih banyak ditopang oleh strategi coping jangka pendek, seperti penyesuaian jadwal produksi, pemanfaatan tenaga kerja keluarga, serta ketergantungan pada jaringan sosial dalam pembiayaan. Namun, kapasitas adaptif yang dimiliki masih bersifat reaktif dan belum terinstitusionalisasi dalam sistem manajemen yang terstruktur. Penelitian ini menegaskan bahwa resiliensi usaha pengolahan sagu masih berada pada tahap adaptif awal, sehingga diperlukan transformasi menuju strategi adaptif yang lebih sistematis dan berkelanjutan.

Sago processing businesses, as small-scale agro-industries, play a strategic role in the local economy in North Luwu Regency, both as an alternative food source and a provider of employment. However, the natural resource-based nature of these businesses and their informal work systems make them highly vulnerable to production disruptions, limited capital, and environmental pressures. This study aims to analyze the adaptive capacity of these businesses in maintaining production sustainability. This research employed an exploratory qualitative approach through in-depth interviews with 15 purposively selected informants. Data analysis was conducted through data reduction, thematic categorization, and interpretation based on a resilience and adaptive capacity framework. The results indicate that business vulnerability is structural and multidimensional, with risks predominating in human and process aspects. Business resilience is largely supported by short-term coping strategies, such as adjusting production schedules, utilizing family labor, and relying on social networks for financing. However, this adaptive capacity remains reactive and has not yet been institutionalized in a structured management system. This study confirms that sago processing business resilience is still in its early adaptive stage, necessitating a transformation toward a more systematic and sustainable adaptive strategy.
